ABSTRACT

The paper deals with a series of recurrent problems in the Korean disaster relief system such as ambiguities in allocation of responsibilities and public-private cooperation system, limited efficiency of relief service, etc. Such deficiency can be considered as a failure in the construction of efficient governance platform based on multilateral cooperation of various public and private stakeholders. To investigate a form of efficient governance for the quality improvement of relief service, we analyze a French case: current public relief system, called “ORSEC population support system”. The first section develops the theoretical framework for our case study. The second section summarizes the establishment of integral disaster management policy, “ORSEC disaster response dispositive”(including the whole range of relief services) in the French social and legal context. The last section analyzes the governance structure of French disaster relief system describing the role and responsibility of each stakeholder and their cooperation structures.
