This study set out to emprirically analyze the current state of deinstitutionalized, people with disabilities and the supporting systems needed for their independent living by focusing on the disabled that had been deinstitutionalized, whose practical importance had been much discussed but whose academic empirical research had been in shortage.

The paper deals with a series of recurrent problems in the Korean disaster relief system such as ambiguities in allocation of responsibilities and public-private cooperation system, limited efficiency of relief service, etc. Such deficiency can be considered as a failure in the construction of efficient governance platform based on multilateral cooperation of various public and private stakeholders. To investigate a form of efficient governance for the quality improvement of relief service, we analyze a French case: current public relief system, called “ORSEC population support system”. The first section develops the theoretical framework for our case study. The second section summarizes the establishment of integral disaster management policy, “ORSEC disaster response dispositive”(including the whole range of relief services) in the French social and legal context. The last section analyzes the governance structure of French disaster relief system describing the role and responsibility of each stakeholder and their cooperation structures.

The purpose of this article is to re-examine the Aemin’s Article 1 of Mokminsimseo from the perspective of contemporary welfare for the aged, in comparison with the motivation behind Dasan's writing of Mokminsimseo and the then political, social, and economic backgrounds. To the end, this article first discussed Dasan Jeong Yak-yong's life and the times and circumstances when he wrote Mokminsimseo, in order to provide readers with background knowledge about Dasan and Mokminsimseo. The next chapter summarized the general contents and significance of Mokminsimseo and the precedent studies on the social welfare ideology of Dasan and his Mokminsimseo. The main part of this article is to analyze the detailed contents of the Aemin's Article 1 of Mokminsimseo and to re-interprete them from the perspective of contemporary elderly welfare administration. The final chapter debated on the implications of the Aemin's Article 1 of Mokminsimseo for the contemporary welfare for the aged.
