ABSTRACT

Regional policy in Finland, Norway and Sweden means active investment and support in specific regions for regional balance and equality across the country and region. Regional policies and strategies have been implemented actively since the 1960s to guarantee a high level of equal quality of life and opportunities for everyone, no matter where they live. There have been changes in these traditional regional policies since the 1980s and regional innovation systems and the creation of various development paths based on place-based leadership have been developed. This paper analyzes the regional policies of Norway, Finland, and Sweden into three elements spatio-temporally: 1) the tradition of local self-government and decentralization, 2) post-war welfare state as a ‘broad’ regional policy, and 3) regional balance policy, regional innovation systems and creation of regional development paths. In this paper these three-stages and three-dimension analytical framework has been presented and the development and transformation of Nordic regional policies were reviewed. Regional policies are being upgraded, and many challenges such as population transition, climate change, and digital and green transition are expanding the areas of regional policies.
