ABSTRACT

This study is to lead some implication for applying policy instruments which are important to accomplish policy goal with analyzing its characteristics in employment Policy for the persons with disabilities. For these purpose, the 5th master plan for employment promotion and rehabilitation of people with disabilities(2018-2022) which is consist of 46 specific programs, under 16 projects and 4 mains is reviewed. As a results, Type 1 with high forcedness and directness is 11 programs, Type 2 with high forcedness but low directness is zero, Type 3 with low forcedness but high directness is 25 programs, and Type 4 with low forcedness and directness is 10 programs. Although it is not high forcedness, it can be seen that the policy instruments with high directness are widely used. Since the quato system is the main contents of the employment policy for the persons with disabilities, it seems that the legal obligation imposed and the support policy means are appropriately utilized. It also confirmed that it has a high directness as a field requiring governmental responsibility. And it was suggested that indirect policy measures considering governance with private institutions should be further complemented in order to expand the outcome of employment of persons with disabilities.
