A Study on the Change of Labor Policy in Moon Jae-In Government

ABSTRACT

Moon Jae-In government, which took power in the early presidential election, following the Candle-light civil revolution in late 2016 and early 2017, took active action to implement progressive labor policy during its first year. Confronted with the worsening performance of job markets and business cycle, the Moon government transformed its policy stance from pro-labor reforms toward economic revitalization since the mid of 2018. This study finds that the policy slippage of pro-labor reforms in the Moon government is closely associated with the failure of policy elite group to tackle with strong resistance by opposition circles as well as the unfavorable external conditions. The implementation competency of the policy elite group is comprised of policy philosophy and implementation capability. In their policy philosophy, the goal consciousness and policy motivation of the policy elite group were worn away by various constraints. In their implementation capability, the policy elite group exposed many weakness, such as poor preparation of policy implementation plans, inexperienced strategic treatments, lock-in of old implementation styles, and lack of learning from the trials and errors of previous policy implementation. In conclusion, this study addresses some policy implications, drawn from the behavioral analysis of the policy elite groupi with regard to the policy slippage of labor policy in the Moon government.
