ABSTRACT

The possibility of a public health emergency is increasing gradually due to new infectious diseases, biological terrorism and natural disasters. In the event of a public health emergency, healthcare professionals who take care of patients on the front line will be given a duty of care as professionals while at the same time taking individual risks, which leads to conflicts of the ethical values. Therefore, the discussion of the reciprocal obligation of the society for the healthcare professionals’ protection as well as the legal obligation to emphasize their responsibility should be preceded in order to perform their duties of care voluntarily. Through a literature review, this article analyzed social expectations and issues about the duty of care, which is considered as the mission of the healthcare professionals in the event of a public health emergency, and suggestions to realize duty of care were given from various aspects.
