ABSTRACT

This study identifies that library cultural and welfare services play a critical role in preventing the outflow of young people and attracting economically active populations, thereby enhancing the sustainability of local communities, and proposes specific strategies to achieve this goal. The findings reveal that libraries can function as vital hubs by providing practical services such as vocational training, entrepreneurial support, and community networking, enabling young people to establish a stable foundation and settle in their communities. Based on these insights, the study proposes four strategic approaches for expanding the role of libraries: first, designing customized services tailored to the needs and lifestyles of young people; second, developing linkage programs that create economic opportunities and provide stable employment; third, operating community programs that promote social participation and strengthen the connection between young people and the local community; and fourth, establishing multi-faceted support systems through collaboration with local stakeholders.
