ABSTRACT

This study provides foundational data and policy implications for expanding culture and arts clubs in public libraries. Using a single analytical framework, it compared club-type support programs at 14 institutions-7 in Korea and 7 abroad-and cross-reviewed the findings against a semi-structured written survey of six experts in library practice, living culture, and regional cultural planning. The domestic cases showed strength in broadening the base of living culture through a stable, public-institution-led foundation centered on intermediary personnel, whereas the international cases excelled in qualitative deepening, with citizens engaging in the entire creative process through artist residencies and mentoring. From this comparison, five applicable elements were derived: expanding participants, establishing an intermediary-personnel system, realizing the library’s distinctiveness, building data-based performance management, and extending into new fields. The study concludes that expansion should combine the domestic public-operation foundation with the international creation-process-centered model, prioritizing the clubs’ institutional status, a multi-layered intermediary-personnel system, and a phased redesign of the operational base.
