ABSTRACT

This study applied the ISO/IEC 25023 quality model to a public water information system and analyzed its quality management strategies and improvement effects. As a public infrastructure directly related to citizen safety, the system requires high availability, reliability, security, and usability. The eight quality characteristics of ISO/IEC 25023 were mapped across the system lifecycle—from requirements and design to implementation and operation—using open-source tools such as SonarQube and JMeter for verification. As a result, data recovery time was reduced from 17 to 4 minutes, backup time from 36 to 2 minutes, and database standardization rate improved from 22% to 99%. Qualitative improvements were also achieved through user-centered UI/UX redesign and automated code quality analysis. The study demonstrates that ISO/IEC 25023 can serve not only as an evaluation model but also as a strategic quality assurance process (Plan, Do, Check, Act), providing a sustainable framework for quality management in public information systems and a reference model for similar applications.
