ABSTRACT

The central government is making efforts to proactively identify individuals in welfare blind spots through a welfare blind spot identification and management system utilizing AI; however, it faces limitations in covering such a broad range of target populations. Therefore, this study used a case study method to examine the current status of applications developed by public institutions and social welfare facilities within "Busanjin-gu, Busan Metropolitan City" according to their own needs, for identifying welfare blind spots and preventing solitary deaths. Through this, the study aims to propose directions for the future development and use of applications for identifying welfare blind spots and preventing solitary deaths. The results of the study are as follows. First, applications for identifying welfare blind spots and preventing solitary deaths should be distributed free of charge, and cooperation among related local organizations is needed to use them. Second, the purpose of using the application should transition from early detection after the event to preventive functions before the event. Third, it is necessary to establish an internet usage environment to use the applications smoothly.
