ABSTRACT

This study presents the problems of the current traffic legislation and the improvement of regulations in order to activate the use of electric bicycles, an eco-friendly transportation. Korea's traffic laws have been repeatedly revised whenever new transportation such as electric bicycles appear. In the past, electric bicycles were classified as motorcycles, not bicycles, according to the Road Traffic Act. Those who wanted to use an electric bicycles had to use the road, not the bicycle track, after obtaining his or her driver's license. The government newly established the legal status of electric bicycles and presented specific standards such as requirements for electric bicycles and ways for electric bicycles to pass through roadways. However, the driving method is limited, and The total weight of the bicycle, including the weight of the attached device, is less than 30kg. In addition, there are problems such as a lack of subsidy support from the government or local governments, and a lack of electric bicycle charging station. As a way to improve regulations, it is recommended to alleviate the weight limit of electric bicycles according to the purpose of cargo and leisure, provide subsidy, implement electric bicycle registration system, support charging station, and revise individual traffic-related laws at once to ensure the consistency of the legal system. It is expected that regulation improvement of electric bicycles will contribute to the promotion of public convenience and the development of the electric bicycle industry.
