ABSTRACT

The Volunteer Fire Brigade is a voluntary civilian volunteer group organized by local residents to respond to disasters occurring in the region, and has been operating since the Joseon Dynasty with only a changed name, but it supports prevention, preparedness, response, and recovery at disaster sites. They are active as a civilian volunteer organization responsible for the safety of the area by responding to disasters and conducting on-site activities with fire officials. This study aimed to derive the priorities of experts for the organizational improvement of the volunteer fire brigade by conceptual exploration of the organization of the volunteer fire brigade and the use of the AHP analysis method for experts. Policy proposals for improvement are as follows. First, it is necessary to de-bureaucratize the organization of the volunteer fire brigade and reorganize it in order to secure a golden time. Second, in order to secure the representation of volunteer fire brigade commanders, it is necessary to amend Article 3 of the "Enforcement Decree of the Law on the Establishment and Operation of Volunteer Fire Brigades". Third, in order to improve the professionalism of the volunteer fire brigade, a detailed training curriculum should be developed. Fourth, the "Act on the Establishment and Operation of Volunteer Fire Brigades" and related regulations should be amended and supplemented to distinguish and differentiate the basic allowances for other daily activities such as education and training and the compensation system according to the results of such activities in the case of field activities.
