ABSTRACT

The police play a key role in alleviating social unrest and ensuring public safety. Various institutional efforts have been made by the police to protect the lives and property of the people. Traffic work, which accounts for a large proportion of police work, is one of the important tasks that is directly related to people's lives. The Covertt patrol enforcement was introduced to suppress the psychology of violations on roads without police officers and to induce voluntary compliance with traffic rules through non-disclosure enforcement using secret patrol cars on expressways Since the secret patrol system uses ordinary vehicles rather than patrol vehicles, legal and ethical controversies and questions about its effectiveness are constantly raised in the crackdown process. Accordingly, this paper examines the theoretical background of the legal nature and legal basis of the Covert patrol system, and examines the cases of administrative litigation against the crackdown on the Covert patrol to date, and aims to suggest the desired direction of the crackdown on the Covert patrol .
