ABSTRACT

The existing direct election system for superintendents plays a vital role in establishing democratic legitimacy by ensuring residents’ voting rights and affirming the superintendent’s accountability to the community. Despite being recently implemented and presenting various issues, proposals to abolish the system, such as local government-appointed superintendents, paired candidate elections, and joint registrations, contradict the constitutional principles of local educational autonomy. Therefore, efforts should prioritize addressing and minimizing these problems through supplementary solutions rather than completely overhauling the system.
