ABSTRACT

Modern society has experienced increased productivity and convenience due to industrialization and urbanization. However, paradoxically, this has also led to an increase in complex risks. Fires are the most frequent social disaster, causing significant damage in a short period of time and posing a significant threat to social stability. Regulations mandate the installation of firefighting facilities, strengthened safety standards, and fire safety education and training to prevent fires and minimize damage. While these regulations actively prepare for fires, fire insurance stands out as a post-accident, financial safety net that compensates for losses and supports recovery. Fire insurance protects against economic losses in the event of an unexpected fire, ensuring rapid recovery and financial stability. North Korea, which maintains a centralized economic structure with nearly all industries and assets nationalized, operates a fire insurance system to minimize fire damage that can occur in industrial activities and the lives of its citizens. As a socialist state, North Korea's fire insurance, with its centralized management structure, opaque operation, and limited compensation system, effectively limits its fire prevention and property protection functions. These limitations suggest that North Korea's fire insurance system functions as a national policy tool. This study analyzes the structure and operational status of North Korea's fire insurance system, explores its limitations and potential for improvement, and aims to provide basic data necessary for future inter-Korean cooperation and coexistence, as well as for the integrated operation of the fire insurance system.
