ABSTRACT

This study analyzes the current state and causes of repeated violence against 119 emergency medical technicians (EMTs) and proposes legal reforms for prevention. Analysis of National Fire Agency statistics and case studies indicates that violence remains prevalent, driven primarily by offender intoxication, prolonged on-site duration due to hospital handover delays, and lenient judicial outcomes. To address these issues, this study suggests establishing independent protection clauses, mandating aggravated punishment for alcohol-related assaults, and legalizing joint police-fire response protocols. Furthermore, it advocates for the codified right to conditionally suspend emergency services and the institutionalization of legal and psychological support for victimized personnel.
