ABSTRACT

This study aims to reconsider the first provision of the general rules of <Hangeul-orthography>, interpreting it not merely as a declaration of orthographic principles, but as a higher-level criterion governing the selection of the standard notation. This study adopts the phonological concept of the underlying form and reinterprets ‘sound’ not solely as a surface phonetic realization, but as an abstract phonological category that includes underlying forms. From this perspective, ‘write it down as it sounds’ serves to delimit the range of phonologically permissible notation, while ‘to suit the grammar’ functions as a criterion for selecting the form that best preserves morphological consistency within that range. This approach offers a more systematic account of the normative role of the first provision of the general rules of <Hangeul-orthography>.
