ABSTRACT

Ensuring and maintaining a tranquil environment is regarded as a critical factor inenvironmental impact assessments for urban development projects. As convenient transportation isan essential component forthe success of such projects, the construction of new roads orthe connectionto existing roads is often planned. However, these developments can act as significant sources ofroadtraffic noise, which may undermine the ambient tranquility of the area. Accordingly, it is imperativeto establish cleartarget criteria for minimizing the impact ofroad traffic noise and to comprehensivelyreview and plan technical mitigation measures to achieve these targets. Recently, the governmentefforts to relax the road traffic noise standards-previously applied to residential complexes-are underway, as these standards are viewed as regulatory barriers to housing supply. This studyexamines the legal foundations and implication of setting target criteria for road traffic noise withinurban development environmental impact assessments, and proposes policy-levelrecommendationsto improve the assessment process through rational target-setting,realistic noise prediction conditions,and the application of effective technical mitigation measures.
