The Limited Competitive Election in Rural China

ABSTRACT

The core part of villagers' self-government applied to the grass roots in China's rural areas since 1987 is to elect the cadres of villagers' committee through competitive election. The competitive election in China's rural areas is more similar to that of democratic countries than the election of China's rural areas before 1978 or the Soviet Union in the past. In spite of free candidacy, competition among plural candidates and secret ballot, the cadres of villagers' committee elected by competitive election still work as the mere agent of the township government and meet less with the demands of villagers. Based on this understanding, this study seeks the answers for questions below. Why do those cadres of villagers' committee elected by competitive election react less to the demands of villagers? Is competitive election in China's rural areas a true competitive election? If that is not true, what really makes the election in China's rural areas less competitive?In oder to get the answer, this study mainly focuses on the competition process among candidates during the election campaign. In consequence of the research, it concluded that Chinese party-state makes the election less competitive interfering in the competition process among candidates, and it also imposes restrictions on candidates' awareness of the role, which they should play, after being elected.
