AB - The purpose of this paper is to analyze the administrative system and legislation of China and Taiwan's libraries with priority given to public library. The China is a republic in that the government has some democratic forms, especially at the local level, but it is controlled by the Communist Party of China. In China the ministry of culture(ministry of education in Taiwan) is the national central body responsible for public libraries. Today in China there are about 2,698 public libraries in total and its governance is a provincial responsibility. For that reason, there does not exist a nation-wide public library act in China.
