ABSTRACT

The purpose of this study is to analyze the data of the School Library Status Survey of the Ministry of Education, comprehensively reorganized in 2025, in order to identify performance gaps among the types of school library staff. A total of 11,529 schools operating school libraries were classified into five groups — regular teacher librarians, fixed-term teacher librarians, librarians, teachers other than teacher librarians, and school library assistants — and inferential statistical analyses were conducted. The results are as follows. First, schools with regular teacher librarians ranked highest among all groups in the number of books borrowed by students and the number of students who borrowed at least once, in the frequency of and participation in user education, in the rate of operating reading clubs, in the rate of securing external budget support, and in the rate of having support personnel; they formed the top tier in materials and operating budgets while forming, together with schools staffed by fixed-term teacher librarians, the bottom tier in personnel operating costs. Second, schools with teachers other than teacher librarians ranked lowest in almost all absolute indicators. Third, schools with school library assistants showed the lowest levels in user education time and the number of participants, in the rate of operating reading clubs, and in the rate of having support personnel. These results indicate the need to place regular teacher librarians, who are associated with the strongest educational outcomes, and to rectify the placement of teachers other than teacher librarians and of school library assistants who hold no librarianship certification.
