ABSTRACT

This study analyzes domain-specific policy changes and linkages among implementation tasks in the Comprehensive Measures for School Library Revitalization and the First through Fourth Basic Plans for School Library Promotion. It also examines how the statutory matters required under Article 7(2) of the School Library Promotion Act are reflected in these plans and proposes directions for legal and policy improvement. The 46 tasks across the five plans were classified into four domains: facilities and collections, library use programs, dedicated personnel and professional expertise, and support systems. They were analyzed using five categories: continuation, expansion and specification, discontinuation, integration, and introduction of new tasks. The 42 tasks in the First through Fourth Plans were also classified by statutory matter. Two researchers independently coded them and resolved disagreements through discussion. The findings show that the policy evolved from infrastructure development centered on facilities and collections toward curriculum integration, learning-space innovation, information and media literacy education, personalized reading education, and data-driven policy management. The repeated inclusion of tasks concerning dedicated personnel, school library support centers, materials acquisition budget standards, and performance management demonstrates policy continuity and the need for sustained monitoring. Of the 42 tasks, 29(69%) were classified under the catch-all provision of Item 5, indicating that teaching and learning, reading education, and support systems are not clearly articulated in the statutory categories. Accordingly, this study recommends revising the statutorily required components, strengthening procedural coordination across plans, and enhancing evaluation, feedback, and implementation accountability.
