The Koreans in ‘Gangbuk(the Northern Region of Yalu River)’-Frontier and Frontier People in the ‘Gangbuk Diary’-

ABSTRACT

Min Yong-ho, the leader of a Righteous Army unit, a guerilla unit against the Japanese police and army, participated as a high member in Sangmusa, a paddler group set up in 1899. His stay and experience in the northern region of the Yalu river (the Ganbuk area) recognized useful to naturalize the Koreans in that area, he was appointed as a manager of the Pyungan-bukdo branch of Sangmusa. In 1900, he established a main office in the Pyungan-bukdo and its branches in the counties of the province as well as sixteen branches in the Gangbuk area, during which he happened to solve Kim Sung-su’s Uprising. The uprising had been originated from the conflicts between Kim Sung-su, who had gained the public trust as an assigned manager of Sangmusa, and Lee Gwang-ha, the government official of Gangbuk, who had not won their trust. This event shows that the Koreans in Gangbuk area were not so much protected as exploited by the then Korean government--at least the authorities having jurisdiction over the area. Repudiating the tax imposed on the korean households, Min Young-ho proved that he was different from the existing officials sent by the government. That doesn’t mean that he didn’t exploit them. He also collected money with setting up Sanmusa as an excuse, which was needed for the operation of the organization. Any data on the fact that he put the Koreans of Gaungbuk araea on the family register as a form of commercial directory or other data with the fact in them have not been found. But still the circumstances where he was assigned to the area was certain:It was true that at that time Sangmusa was active as a quasi-govermental organization and that the officials of the Korean government were sent to the area to administer the Koreans in the area. This was to realize the consular jurisdiction rights recognized in the Commercial Treaty between Korea and China. Due to the colonial circumstances of Korea, this problem became one between China and Japan. As such, Gaungbuk Diary witnesses that the Koreans in the Gangbuk frontier were in the fluid situations where state, nation and region were overlapped.
