Public Corporation between State and Business - A Case Study on the Manchuria Development Company(滿洲拓植公社) -

ABSTRACT

This article examines the relation of ‘state and corporation’ with the case of a state-owned corporation in Manchukuo. Special laws aimed at national goals lead to the establishment of state corporations, which attribute to business organization. These two incompatible properties have become entwined. The Manchuria Development Company (MDC) was one of colonial development companies established by imperial Japan in 1930, the result of an uncommon economic practice. The MDC was created to support Japanese emigrants to Manchuria. The MDC bought agricultural lands, built settlements, and managed farms. Its most important role and function was to finance and supply efforts towards colony-building. In 1941, the MDC took over the Senman Development Company (SDC, 鮮滿拓殖株式會社) which was established by the Joseon Government General. SDC aimed at controlling Korean settlers in Manchuria. But in contrast to MDC as a public corporation, the organizational structure of SDC was that of a joint-stock company, which has connotations of a profit and private organ. The amalgamation by MDC meant the transition from joint-stock company to public corporations. Public corporations such as MDC have excluded the private and revenue from corporate organization.
