AB - This paper aims to analyze the floating population policy and foreigner policy in Hunchun, a Chinese city in the border area of North Korea-China-Russia. Hunchun has dual characters of a special economic zone and a border city. This paper finds that these dual characteristics are expressed through ‘economy/development’ logic and ‘security and safety’ logic in the floating population policy and foreigner policy. In Hunchun, ‘economy/development’ logic applies to the able men of the floating population as accepted in the city, whereas ‘security and safety’ logic applies to the unable men of the floating population to monitor and control them. And, ‘economy/development’ logic does apply to the foreigners who are symbolized as able men, but does not to the ‘security and safety’ logic. This is because Hunchun aims to be a Global City in the future but does not have many foreigners. As a result, it puts more emphasis on active acceptance of foreigners to the city. Shanghai’s approach starkly contrasts in both ‘economy/development’ and ‘security and safety’ logic. To restrain the population growth and the floating population, Shanghai takes ‘hierarchization by ability’ logic rather than ‘security and safety’ logic to accept the able men for economic development, whereas it takes the method of management based on ‘security and safety’ logic because of its large foreign communities consisting of various nationalities. Therefore, ‘economy/development’ logic and ‘security and safety’ logic that are expressed in the floating population policy and foreigner policy reflect the current status of development of Hunchun. The future application of logic could change when the status of development changes.
