ABSTRACT

While the early Sino-Russian border conflict has been widely studied, comparatively little attention has been paid to the Qing Empire’s maritime forces. This study examines the organization and development of these forces in the northeastern frontier during the initial phase of the conflict, when clashes between Qing and Russian troops occurred along the river and coastal routes of Russia’s southward expansion. Newly released documents from the First Historical Archives now make it possible to reassess the Qing Empire’s maritime defenses in the northeastern frontier during the early Sino–Russian border conflict. Using these documents alongside existing records, this study reconstructs how the Qing organized and restructured its maritime forces in response to Russian expansion. It focuses on two key aspects: the implementation of the wire-construction plan and the reinforcement of fleet capacity. In the northeastern command, authority initially rested with the Manju gūsa and Solon gūsa units but gradually shifted toward a system led by the Ujen Cooha (漢軍八旗). This transition illustrates how reforms within the maritime forces of the period helped the Qing consolidate its control over the frontier and adjust its strategy in response to Russian advances.
