ABSTRACT

The type of online political participation can be classified into two models, government initiated top-down model and netizen leading bottom-up model. In South Korea, netizens' voluntary political participation has played a critical role in making political agendas and forming public opinion as seen in the cases of NOSAMO(political fan club supporting president Roh Moo-hyun), anti-impeachment movement and stem cell fraud incident. Active netizen-initiated bottom up model of online participation in S. Korea is closely related to the characteristics of government’s, process of democratization and advent of new political culture. Firstly, government initiated informatization policy provided a healthy structure for online political participation. Secondly, dual process of political reform and information society has promoted netizens' online political participation. Thirdly, the appearance of smart mob generation has promoted a participatory political culture. Since the top-down model of online political participation remains agenda setting power in the hands of political elites, it cannot make meaningful power shift to the people. On the other hand bottom-model in which netizens exert full influence in political process has a danger of facing political inefficiency and populism. The ideal model of online political participation should be developed by maximizing strengths of the two model and minimizing their weakness. An answer for searching an ideal online participation model can start from building online public sphere and informed netizens.
