ABSTRACT

Demand for spectrum resources, especially in low frequency bands, is ever increasing with the development of mobile telecommunications and so is their economic value as other national resources. As a way to enhance the economic efficiency of use of spectrum resources, many countries, including the US, the UK and Canada have recently focused on the management of public and broadcasting spectrums which have traditionally been undercharged compared to their economic values. This study discusses value-based charges for the usage of low frequencies, analyses economic effects of Negroponte Switch in S. Korea and provides policy implications for spectrum in this band. It also summarizes the spectrum demand analysis which has recently been done in the UK and discusses its implications for spectrum management policy. This will help establish a policy direction for spectrum in low frequency bands in S. Korea.
