ABSTRACT

This paper is written with the intention of providing a formal methodology of matters to consider in efficiently enacting or revising e-Government legislative system. Based on the assumption that the legislative content of a proposed law has been relatively well defined, the paper first describes matters to consider in making the decision on what type of normative law that should be aspired to when formulating a strategy of legislation for the proposed law. As the second step, consideration is given towards the relationship with ICT(information and communication technology) related laws governing areas that lie within the scope of the proposed bill. Next, the relationship with general public administrative laws pertaining to the paper administration in the areas relevant to the proposed law is considered. The next or forth stage is given to a discussion on the relationship with the “e-Government Act”, which acts as a fundamental law. Utilizing the methodology thus identified, the paper concludes by building a specific case study for a legislative strategy for A Draft of Public Administrative Information Database Management Bill.
