ABSTRACT

This paper considers IPTV-related conflicts in overall aspect by looking into the developments of the conflicts during 2004~2007. First, this study classifies the conflicts into three periods by conflict settlement body. Second, for structured survey, this paper classifies issues of IPTV policy conflicts into five categories and the related parties into four categories. As a result, major issues through all the periods were the characteristics of IPTV and the laws to be applied. The issue of an integrated organization was emphasized in the first and second periods and the issues of preregulation on entering market and of post-regulation on market competition in the second and third periods. The IPTV policy conflicts were owing to the bureaucratic conflicts between the Ministry of Information and Communication and the Korean Broadcasting Commission. The bureaucratic conflicts were related chiefly to the jurisdictional disputes to acquire a new policy realm.
