ABSTRACT

u-City operation center receives data from communication network, transport network and facilities in the u-City and analyzes them to more efficiently run and manage the city and to provide analyzed city information to citizens and relevant organizations real-time. The concept of the u-City operation center, which is the hub of u-City, is in its initial phase. There are still big discrepancies between theory and reality. This paper analyzes previous research and actual cases of the u-city operation center, delineating five major issues that still need to be actualized: organizing a new operating organization, securing a budget, providing the integrated service, implementing the integrated platform, and legislating law. This study proposes the following five methods of improvement to resolve these problems: 1. utilize SPC (Special Purpose Company) as the new operating organization, 2. implementing a more integrated, cost-efficient management of the facility, human resources, and energy, 3. apply the new integrated service models beyond the boundaries of the public services and private services, 4. develop the integrated platform with u-Eco City research project, and 5. refine the legislation for u-City operation.
