ABSTRACT

A variety of systematic evaluations have been implemented across government agencies to examine informatization policies or programs. It is, however, true that some problems have repeatedly occurred without any improvement in the process of government evaluations. It is evaluation research that tries to examine and resolve the key problems facing government evaluations. In particular, since 2000s students of public administration and affairs have put their attention to the importance of evaluation research. Despite voluminous work on informatization evaluation, there is still a fundamental question about the usefulness and validity of such a scholarly endeavor. More importantly, it is not quite clear that past studies on informatization evaluation have made any contribution to theory building in the field. Under the circumstances, this review attempts to make a systematic examination of a wide range of past studies on informatization evaluation to find a pattern of research if any. This review also suggests a few agendas for future research.
