ABSTRACT

The Lee administration reshuffled the government organization in a huge scale. One of the major changes was the IT-related policy-making and implementing system. The Ministry of Information and Communication (MIC), which played a major role in promoting the IT development for the past 14 years was dismantled, and its functions were distributed four other ministries. Due to this change, there seems to be serious problems in IT policies, especially the policy coordination among different ministries. This study analyzes the newly established IT policy system, and proposes several modifications. First of all, the new IT policy system should have institutional power to exercise coordinating power over other related ministries. It should be able to exercise power and influence over the IT-related budget processes, and over the organizational conflicts among related ministries. IT-related ministries and their subordinate organizations should be operated in the form of matrix organization, which can provide enough flexibility to prevent further conflicts among ministries.
