ABSTRACT

This study aimed to identify problems related to region-specific visa projects and suggest improvement measures. To this end, we first examined the implementation details and results of local governments that participated in the region-specific visa pilot project. Based on this, we compared and analyzed the contents of the pilot project (2022-2023) and the regular project (2024) and examined the literature and statistical data. The analysis revealed that issues were embedded in the basic requirements for recruiting region-specific visa applicants as designated by the Ministry of Justice. Four main problems were identified: 1) issues with GNI settings, 2) problems with applicants (excluding E-9), 3) F-2-R conversion requirements for E-7 series visa holders, and 4) problems with the requirements for foreign nationals applying for permanent residence status. Improvement measures include: 1) flexible GNI settings based on regional and industrial conditions, 2) easing the F-2-R conversion requirements for E-7 series visa holders, 3) flexible operation or relaxation of the single-country quota system, and 4) converting the region-specific visa for foreign nationals into a quasi-permanent resident visa.
