ABSTRACT

Bio-information is information on unique physical characteristics and behavioral traits of an individual which recognize directly that individual like fingerprint, signature, blood vessel pattern, face, voice, iris, gene, etc. Because bio-information consistently and directly recognizes a person through itself, the protection of bio-information is very important. Moreover, unlike other information such as name, address, personal identification numbers(PINs), password, bio-information has extraordinary nature that it is not able to be changed and that it is in combination with that person while living. Then, biometrics is the automated technique of measuring a physical characteristic or personal trait of an individual and comparing that characteristic or trait to a database for purposes of recognizing that individual. Biometric scanning is also used for verification, which involves the authentication of a person's claimed identity from his previously enrolled pattern. We have to perform research and development to introduce and foster biometric technologies as well as standardization of biometric technologies while adjusting our related legislations on collection and utilization of bio-information. Recently, to resolve these problems, Ministry of Information and Communication and Ministry of Government Administration and Home Affairs have proposed revised bills to protect personal information in both public sector and private sector. Though there are some attempts to protect personal information against invasion of personal information resulting from development of information society and electric government in Ministry of Government Administration and Home Affairs' revised bill, I think we still need to take a new proper step to protect personal information because the revised bill is not enough in aspects of shared utilization of personal information and a public agency protecting personal information.
