ABSTRACT

A local autonomy system is the political organization whose responsibility he takes to a result by deciding an intention himself to the office work of a local autonomy system required in order that the regular residents in an area may grope for residents' welfare improvement in response to autonomy from a state and executing economically.The local autonomy system of our country is by which local autonomous system was revitalized for the first time in about 30 year in electing the chapter of a local self-governing body succeedingly in local assembly composition in 1995, 1991.A local autonomy system has a larger meaning on the national development strategic side in which change from the conventional centralized state control organization by a decentralization law make local vitality maximumize taking advantage of local diversity and local originality nature, and the competitive power of the whole state is heightened, in order to embrace the result of Information and globalization.Therefore this research is which has the purpose in evaluating the history of a Japanese local autonomy system and propulsion aspect of local decentralization of law and Japan local autonomy system.
