AB - Recently the recapture of reconstruction gains has attracted interest from policy-makers and academics in Korea. This interest raises questions about how to measure reconstruction gains are and how to recapture them. This paper is aimed at suggesting the directions for improvement in the recapture system of housing reconstruction. The major findings from this study are summarized as follows: Firstly, this study proved that reconstruction gains, at least, amount to 2300 thousand won in the case of low-tier apartment reconstruction. Reconstruction gains differ greatly by the cost of construction. Secondly, this study suggests three directions for improvement and reviews their strengths and weaknesses respectively. Building a recapture system of reconstruction gains is very important mainly because sufficient housing supply is not easy without the recapture system.
