ABSTRACT

The president expressed his desire to promote the Jeju Special Self-governing Province, which has exceeded its existing limitations, under the policy of decentralization of power on Feb. 12, 2003.The Special Act on the Jeju Special Self-governing Province was promulgated on Feb. 21, 2006. This Special Act was enforced on July 1, 2006, therefore the Jeju Special Self-governing Province was established, and 4 primary local autonomous entities in Jeju province was abolished on the same day.According with this Special Act, the Jeju Special Self-governing Province is one in which a high level of self-governing authority is endowed and where decentralization is promoted. This Special Act transferred a significant portion of the central government's affairs to the Jeju Special Self-governing Province and expanded the ordinance mandate, set up the education council as the standing committee at the provincial council, and established an autonomous police force independent from the National Police Agency, and transferred 7 special local administrative agencies to the Jeju Special Self-governing Province. For the promotion of Jeju Free International City, this Special Act prescribed the designation of Island for World Peace and overseas cooperation, visa-free entry and promotion of smooth foreign language communication for the convenience of foreign visitors, the creation of environment of internationalization education, the conservation and management of natural environment, the special cases for industrial development, the promotion of local culture, the formulation of integrated plans for Jeju Free International City, the execution of development projects, the establishment of the Jeju Free International City Development Corporation, etc.In this paper, I inquired into the problems involved in the Special Act on the Jeju Special Self-governing Province.
