ABSTRACT

For the purpose of normative environmental rights, legal nature of environmental rights must be concrete rights. And in case of provision of discretion act in administrative law, its not subject to judicial review even though legal nature of environmental rights is concrete rights. So control of discretion act is necessary by courts. And courts role uplifted by magnification of standing to sue and interests of action.
