ABSTRACT

The evaluation of government policy is regularly to check process in order to attain the designed goals of government policy and therefore improve the performance of the government policy. The evaluation of government policy is very important because it greatly affects both a country and people.The Basic Law on the Evaluation of the Administration of Government has been laid before the National Assembly. The purpose of the Basic Law on the Evaluation of the Administration of Government is to integrate and systematize all kinds of evaluation based on individual laws and regulations. This article analyzes and considers legal issues and improvements of the current legal system focused on the Basic Law on the Evaluation of the Administration of Government. For the purpose of this study this article considers the Government Performance and Results Act of 1993 in America and the Law on Evaluation of the Policy Performed by the Administrative Agency in Japan from the view of comparative laws.The legal problems concerning the contents of the Basic Law on the Evaluation of the Administration of Government are analyzed and reviewed in this article on the basis of analysis and comparison of these foreign laws. The weakness of the existing legal system related to the evaluation of government policy is improved and then the establishment of the efficient system for the evaluation of government policy is proposed through this study. In conclusion, the administration of government might be efficiently improved through this study.
