ABSTRACT

The object of Teachers' Ability and Development Evaluation System was what enhanced trust in Public education and contributed to improve quality of School education. But as government officials ran into a flak from several teachers' organizations, they said they would decide personnel changes and pay according to present Teachers' evaluation system, and would use evaluation result of Teachers' Ability and Development Evaluation System only for teachers' professional development. This system was to be put in force in 2008, but it was forced to be delayed by legislation laches. Therefore, this paper will examine essential contents of this system and teachers' specialty in order to set this system in good condition, and also will consider enlargement of evaluation sphere, harmony of universality and individuation, and improvement in feedback system about test result as main problem to enhance teachers' technical knowledge. Lastly, I will examine betterment in working conditions, reform of laws and regulations in systematic and financial aspects, and connection of teachers' training and compensation.
