ABSTRACT

According to the development of information technology connected with semantics web, Zero-privacy is one of the greatest problems in our present society. Cleary, present society are facing a major change into a new Paradigm where reuse of unidentified personal data counts far more than natural resources, if the zero-privacy is a fact of modern society. So, I suggest the followings; First, ‘officially authorized key’ or ‘I-Pin’ shall be replace the ‘resident registration number’ by virtue of Statute, and given official power to identify it's owner too. Secondly, Every data based on them(‘officially authorized key’ or ‘I-Pin’) shall be freely collected, stored and reused for the real time supply on demand, for the unidentified personal database and for the creation of knowledge by everyone who want to produce added value and to meet the personal demand for social, cultural and economical desire. Finally, not blind protection of personal data like current legal system, but wise reuse of coded personal data shall be focused in future legal policy to realize the balance and harmony between the human dignity and sustainable knowledge information society.
