ABSTRACT

Impact of Mass Media, especially TV brings together the most current ideas on how the mass media influence our age. Nowadays in korea more and more much concern is being voiced about the violent and sexually suggestive content on television program. The number of complaints filed with the Korea Communications Standards Commission(hereinafter ‘KCSC’) also showed a sharp increase. The KCSC, an independent statutory organization, ensures proper functions of communications, which is helping a nation to create a sound political willingness as well as providing audiences and users with pleasure, education, and beneficial conversation. In general before the deliberation, content ratings allow you to prevent users from viewing sites with risky content. Ratings are set on a per-site basis and are rated by the author for degrees of risky language, nudity, and violence. But after telecast of the TV programs must the contents comply with the broadcasting review regulations. The KCSC has been established to ensure the public value and fairness in the content of the broadcasts, promote the sound culture in the field of communications and create a communications environment of proper usage. For the establishment of future-oriented deliberating system on TV it is necessary to consider the proper deliberation standard and co-working self-regulation with various agencies and broadcasting systems.
