AB - The objective of this thesis is to explore the ways to enhance web access right including the web accessibility for the disabled in cyber university. In line with this, web access right guaranteed for the disabled in the constitution, concept of the web access right and its legal, technical information has been explored. Based on the above studies, their strengthening plan of web access right for the disabled in cyber university were identified. As a result, It is necessary to attach the web related terminology to web access right related laws, and to specify contents of the laws. And contents of the laws are necessary to make obligation. Also public and private sector in a broad regulations are necessary to cooperate. In addition, to enhance the web access right for the disable, cyber university is necessary to develop web content considering the characteristics of the disability type carefully.
