ABSTRACT

Up to date the current, the housing ratio is exceeding 100% and the apartment form of residence in Korea occupies more than 60%, its tendency is concerned with continuing recession of mass construction policy of Korean government. But the housing policy has been focused only on the construction and supply of house, in result, management problems of apartment houses such as obsolescence or functional deterioration of apartment houses came to the fore task. To answer these problems, government enacted the law concerning the establishment of a long-term repair plan and accumulation of allowance for long-term repair, it was reorganized into housing act in July, 2003 and in December, 1993 separately. However, the realities are that most of apartment housing has not still identify this situation and deposited only the minimum amount. Because it is duplicity resulted from different status of owner and renter of apartment in housing act and rental housing act. Therefore, this study is to suggest reasonable improvement of long term repair allowance. First, this study propose to need integration of the several long-term repair allowance provisions stipulated in housing act and rental housing act. Second, long term repair allowance reflecting housing price should be set appropriately. Third, it is necessary to organize the provisions of housing management for occupant's right. Thus, the occupants of apartment housing should continue to be provides with information and enlightenment, so they may understand the importance of long-term repair allowance and the necessity of participation to maintenance management.
