ABSTRACT

Despite recent deregulation policies of real estate market by government, land market is relatively in the trend of stable rise, but since housing market is in the phase of long-term fall and the rise of monthly rend and lease deposit of housing has been skyrocketed, extra attention was focused on social issue and policies of real estate market by next government. Real estate market was rather overheated and real estate prices soared in spite of strengthening real estate regulation policies by president Roh's government and further housing market was depressed and land market transaction was also decreased due to the influence of financial crisis of America and Europe in spite of real estate deregulation policies by Lee Myung Bak's government. Therefore, this study prospected the real estate market for the next government, examined real estate deregulation of realistic and effective real estate market as its measures, abolishment of price ceiling system and cost announcing system, that of deregulation by debt to income, reorganization of transfer income tax and non-taxation of business income tax for lease business operator, mitigation of heavy taxation of transfer income tax, improvement of taxation system of acquisition tax cut, conversion of government-led real estate market regulation into voluntary restriction by local governments, legal investigation of economic democratization of real estate market, and then sought methods to contribute to the stabilization of real estate market beyond the improvement of real estate policies and systems and actualize the respect and value of human beings.
