ABSTRACT

Road project has enforced for economic growth and ignored residents conflicts. Because this conflicts has increased, road projects have not been conducted properly and even changed or canceled. Many discussion about road project is focused post-conflict. But recent discuss is prevent conflict and PI(Public Involvement) that residents can present opinion and discussion before conflict happen. This is a difference from the Citizen Participation. In U.S., England and japan, PI prepared and executed guidelines. so PI is the central system of road project. in Korea, PI manual is arraged in 2007. But enforcement was miniscule. Step of road project that residents can participate will expanded for PI enforcement in road project. Off-line and on-line survey will be enforced. consultation meeting and deliberation committee must be opened that the parties can provided many information. rising costs due to PI system must included working expenses. Most of all, Public Involvement will be phased. and It is necessary to understand problems and prepare countermeasures though this process. Road project will be smooth if solve conflict not post-conflict but before though participation in road project planning. And justice and suitability will be secured.
