ABSTRACT

Although most single-person households are the housing-disadvantaged people, but the national public housing policies are formed around multi-people household having family dependents, so the blind spot of housing welfare for single-person household support has continually been. 2010 Census reported that 23.9% of population was fallen into the category of singe-person household, so there in earnest began discussions about the improvement ways of the housing legislation to systemize single-person household support in order to establish long-term housing policies. At considering the single household's housing expense burden, the nation should abolish the upper limit of public house size and allow various house sizes in order to induce the supply of small-sized rental houses. When a single-person household applies for a public house, the item of 'number of family dependents' among the application requirements should be excluded, so in case of their competition with a multi-people household for getting a public house, the relative equity should be kept. For this purpose, the rules about supplying houses should be revised. Besides, it can also be considered to improve the rental house act in order to supply co-housing conceptual "cohabitation house" reflecting the single-person household's characteristics. Based on the above mentioned improvement ways, the government should strength its housing support for the single-person household and establish longer-term, sustainable housing policies and residence legislations.
