AB - Serious Debt of Public Enterprises has influenced on state economy and local finance. Through scrutinizing related law and instituions as a fundamental problem, implications of law and policy are provided in order to increas fiscal soundness. This article examines the Act on The Management of Public Institutions particularly focusing on corporate governance and fiscal Management. In order to improve fiscal soundness, amending the law is needed. This paper presents specific improvements, which include the corporate governance, citizen participation and disclosure, Preliminary Feasibility Survey, Mid and Long Term Financial Management Plan, Evaluation of Management. What more important are professionalism and problem awareness of system operator.
