ABSTRACT

Presently, our society is suffering from various accidents throughout the country which result from insufficient social safety network. Thus, it is necessary that the government must set up national safety network systematically so that it could prevent from disastrous accidents that cause from the improperly-run safety network. Particularly, legislation reform on the social safety is first needed to make the safe society. Scattered regulations about safety in the current law should be preceded to be unified,In addition to the legislation reform on the social safety, Punishment should be essential to people who do not observe and threaten the safety. The government have been loosening a variety of regulations to boost the economy and the enterprises. It leads to release the safety regulations that bring about weak social safety system. The government's easy attitude on the safety is a great menace. The safety and releasing regulations cannot go together. They should be regarded to be inversely proportional. However, it is not to say that the government should unconditionally tighten the safety regulations. It should introduce elastic administrative regulation system that controls social safety effectively. This study gives emphasis on first legislation reform on the safety to make secure our safe society.
